EPA's spray foam safety guidance: moved, not gone

If you’ve followed a link to “EPA’s spray polyurethane foam guidance” and hit a page not found, you’re not alone — extension offices, weatherization programs, and contractor sites all over the web still point at EPA pages that no longer answer. Here’s what happened, what the guidance actually said, and the links that still work — so a dead reference doesn’t cost you the information.

What happened to the EPA pages

EPA reorganized its website in 2017. Its Safer Choice program — the one that had published spray polyurethane foam (SPF) safety guidance, under the earlier name Design for the Environment (DfE) — had that SPF section moved off the live site. Today the old addresses (epa.gov/saferchoice/spray-polyurethane-foam… and epa.gov/dfe/…/spray_polyurethane_foam.html) return “page not found.”

The content wasn’t deleted. EPA preserved it on its archive subdomain, archive.epa.gov, and in the January 2017 snapshot of the site. This is housekeeping, not a reversal: the concerns the pages raised still stand, EPA’s separate action plan on the key chemical is still published (below), and regulators — California in particular — have moved forward on the issue since. The links just changed, and most sites never updated them.

What EPA’s guidance said

EPA’s guidance — now archived — framed spray foam’s risk around the chemicals that make it, before they finish reacting:

  • Isocyanates (the “A” side). EPA described isocyanates as a leading chemical cause of work-related asthma, capable of “sensitizing” a person so that later exposure to even very low levels can trigger a severe reaction — with no recognized safe exposure level once someone is sensitized.
  • The other chemicals (the “B” side). Amine catalysts (eye and vision irritation), halogenated flame retardants, and blowing agents each carried their own cautions.
  • The practical thrust. Control skin, eye, and inhalation exposure with proper protective equipment and ventilation during spraying; keep other trades and building occupants out during application and for a period after; and don’t re-enter until the manufacturer’s stated re-occupancy time has passed. That last point — re-occupancy — is the one homeowners most often never hear from a rushed crew.

The through-line: the hazard lives in the wet chemistry and the hours around it, which is exactly why who’s in the building, and when they come back, is the whole safety question.

What’s actually current

The subject is not dormant — if anything it’s more active now than when EPA wrote those pages:

  • EPA’s MDI action plan is still published. The 2011 Methylene Diphenyl Diisocyanate (MDI) and Related Compounds Action Plan (PDF, live on epa.gov) laid out isocyanate health risks and the actions EPA was weighing under the Toxic Substances Control Act. MDI is the “A”-side isocyanate in most closed-cell foam.
  • California went furthest. The state’s Department of Toxic Substances Control (DTSC) listed Spray Polyurethane Foam Systems with Unreacted MDI as a Priority Product on July 1, 2018, and on February 12, 2026 issued a Revised Notice of Final Determination requiring SPF-systems manufacturers selling in California to give applicators hazard and protective-equipment information, ensure applicators are trained before use, and — unless they adopt a safer alternative — pay into a green-chemistry innovation fund by the pound. It’s aimed squarely at protecting workers and do-it-yourself installers, the exact group EPA’s guidance worried about.
  • Consumer guidance that never moved. The U.S. Consumer Product Safety Commission’s health and safety recommendations for consumers (PDF) remain live, as does the industry’s own potential health hazards material from the American Chemistry Council’s Spray Foam Coalition.

What this means if it’s your building

Read the exposure warnings for what they are: a story about the installation — protective gear, ventilation, and the re-occupancy clock — that mostly lands on the crew and on anyone spraying a DIY kit without the right protection. It is not, by itself, a verdict on living with insulation that was sprayed and cured correctly years ago.

Did EPA take down its spray foam safety guidance?

No — it relocated it. In a 2017 website reorganization EPA moved its Safer Choice spray polyurethane foam pages off the main site; the old epa.gov links now return "page not found," but the material is preserved on EPA's archive (archive.epa.gov). The concerns weren't withdrawn — the pages were reshelved. The working links are listed below.

Is spray foam EPA-approved or EPA-banned?

Neither. EPA doesn't approve or ban spray foam. It published consumer and worker safety guidance (now archived) and, back in 2011, an action plan on the isocyanate MDI. The most active regulation today is at the state level — California lists spray foam systems containing unreacted MDI as a Priority Product. "EPA-approved" is not a thing any installer can honestly claim.

What health concerns did EPA raise about spray foam?

Chiefly the isocyanates in the "A" side of the mix — which EPA's archived guidance called a leading chemical cause of workplace asthma, with no recognized safe exposure level for someone already sensitized — plus the amine catalysts, flame retardants, and blowing agents on the "B" side. The exposure window is during spraying and for a period after, which is why re-occupancy timing and ventilation matter. What can actually go wrong is a related but separate question.

Is cured spray foam dangerous to live with?

EPA's guidance is about chemical exposure during and shortly after installation — a personal-protection and re-entry-timing issue that lands on the crew and on DIY sprayers. Properly installed, fully cured foam is a different subject. Lingering smell or irritation months later usually points to off-ratio or failed foam, not to the exposure window these warnings describe.
